ATTENTION RESIDENTS OF IVY GLEN AND CALDWELL ESTATES SUBDIVISIONS:
The Board of Mayor and Aldermen of Franklin on 13 September 2005 took the first steps to annex your neighborhoods. This may or may not come as news to you. Apparently some of your neighbors have asked to be annexed. You will NOT be getting a letter from the City of Franklin advising you that there will be a public hearing on the proposed annexation on 11 October 2005 at 7:00 p.m. at City Hall. Alderman Phillips and I tried to have the City send you a letter informing you of this proposed annexation, but the six other aldermen overruled the suggestion. If you want to share your thoughts on this proposed annexation, contact the Members of the Board of Mayor and Aldermen and/or come to City Hall on 11 October 2005 at 7:00 p.m.

Annexation without notification.

Sounds kind of like taxation without representation, eh?

As a landlocked resident and voter in Forrest Crossing just let me say:

With great annexation comes great responsibility.

Several annexation items were deferred. Others were approved on first reading, including the two referenced in my post. I believe the vote to annex those two was unanimous, but remember this was first reading. It is not uncommon for an alderman to vote for something on first reading simply to help advance it to a public hearing, traditionally done on second reading.
I am the only alderman since 1997 - and maybe since well before that - to call for a referendum on an annexation matter. I was outvoted, 7-1. The problem with a law as you suggest is that even noncontroversial, small scale annexations could be caught up in such a process. Generally, the larger the scale, the more inclined I might be to have the referendum.

Does annexation mean having to pay the Special School District tax?

No. Annexation is unrelated to FSSD taxes.
