Power to the People.

The following email is from Lisa Clayton, Director of the Franklin Parks Department, in reponse to an email from residents of Lancaster Drive. The residents asked Ms. Clayton to eliminate the trail through Harpeth Meadows and instead support a sidewalk on Franklin Road to connect downtown to Harlinsdale. Ms. Clayton agreed:

Dear Mr. & Mrs. XXXXXX:
First of all, thank you for your email and your recommendation. As the Parks Director for the City of Franklin, I understand your concern and agree that sidewalks along Franklin Road would best suit the Harpeth Meadows neighborhood instead of the walking path. The original idea for the walking path came from following the original Interurban Rail system shown on the concept plan for the park at Harlinsdale Farm connecting to the Bicentennial Park. After the public forum in August, this was a decision that was easily made without question. Sidewalks would best suit your subdivision than the proposed walking trail. Therefore, I have contacted our consultants and along with many other suggestions, that is one that has been noted and will be changed. Residents of Harpeth Meadows will be able to see the change firsthand during the second public forum which will be scheduled for late October or early November. I will make sure Harpeth Meadows Subdivision is contacted with the exact time, date and location.
Again, thank you for your email and if I can assist your family further or answer any other questions regarding the neighborhood, please do not hesitate to call my office at 794-2103 or email me.

It's funny isn't it? People in Brentwood would kill to have a house on the series of trails at Crockett Park.

For that matter, people in the 3rd Ward would kill just to have a sidewalk.

Alderman McLendon,

This post has nothing to do with the park issue.

I would like to personally thank you for standing up at the last BOMA meeting and adding an amendment that the people of Ivy Glen get notified that they are in the process of being annexed and that there will be a public meeting. I think it is truly sad that you were outvoted and that a majority of the members of BOMA think it is a good idea NOT to notify people. I have been hard on you in the past but on this issue you really stood up for the people.

Also, you mentioned the people on Clovercroft Rd not being annexed. I live in that area and I would like to know if we were annexed, would we be FORCED to connect to the sewer if our septic field is working fine? Even if we weren't forced to connect, would we be forced to pay for the sewer connection fee even if we weren't connected?

Also from what I saw on TV it sounded like the city is now going to investigate annexing those of us in the Clovercroft Rd. area. If this is so, who do we talk to about this issue to voice our opposition to this idea?

It is the city's policy that if you are proximate to city sewer, that you will be required to pay the tap fee and make the connection. In your case, unless there is city sewer to your neighborhood, annexation by itself would not trigger tap fees or the requirement to tap. I do not believe that the city compels anyone to pay sewer fees unless they are actually a sewer customer.

You should voice your opinion about the possibility of being annexed to the BOMA. I usually suggest a simple, personal letter. I recommend against photocopied letters sent by numerous people, and likewise against cut and paste "me too" emails.

Alderman McLendon,

I didn't understand your answer. Here is the situation. The Jones Company is in the process of running city sewer down Clovercroft Rd (if they can get the state permit). I AM NOT EVEN ALLOWED to connect at this time because I'm not in the city. As I said though, I don't want to connect. Therefore if the city later annexes me will I be forced to pay the connection fee or not?

You would not be required to pay a connection fee unless and until you are connected. You would not be required to connect unless and until sewer service is made available to your home. I think these answers are the same regardless of annexation.

Thanks for the info and again thanks for standing up for the people in Ivy Glen and Caldwell Estates. The least that the city could do would be to put up some BIG signs at the entrances to the subdivisions and let them know about the annexations.
